of Harbin Polytechnicial University, 1966.
Served as manager and deputy Party secretary of Shenyang Electric
Controlling Equipment Industrial Company, 1975-1980; deputy director,
and deputy secretary of CPC Committee, of Shenyang City Electric
Engineering Bureau, 1980-1981; vice mayor of Shenyang City and concurrently
chairman of Shenyang City Economic Committee, 1982-1983; secretary
of CPC Shenyang City Committee and concurrently mayor of Shenyang
City, 1983-1985; deputy secretary of CPC Liaoning Provincial Committee
and concurrently secretary of CPC Shenyang City Committee, 1985-1986;
acting governor of Liaoning Province, deputy secretary of CPC Liaoning
Provincial Committee, and governor of Liaoning Province, 1986-1990.
Served as deputy Party secretary, acting governor, and governor,
of Henan Province, 1990-1992; secretary of CPC Henan Provincial
