Li Changchun (1944- ), native of Dalian City, Liaoning Province.

Member of Political Bureau of 15th CPC Central Committee; secretary of CPC Guangdong Provincial Committee.

Joined CPC, 1965; graduated from Faculty of Electric Engineering of Harbin Polytechnicial University, 1966.

Served as manager and deputy Party secretary of Shenyang Electric Controlling Equipment Industrial Company, 1975-1980; deputy director, and deputy secretary of CPC Committee, of Shenyang City Electric Engineering Bureau, 1980-1981; vice mayor of Shenyang City and concurrently chairman of Shenyang City Economic Committee, 1982-1983; secretary of CPC Shenyang City Committee and concurrently mayor of Shenyang City, 1983-1985; deputy secretary of CPC Liaoning Provincial Committee and concurrently secretary of CPC Shenyang City Committee, 1985-1986; acting governor of Liaoning Province, deputy secretary of CPC Liaoning Provincial Committee, and governor of Liaoning Province, 1986-1990.

Served as deputy Party secretary, acting governor, and governor, of Henan Province, 1990-1992; secretary of CPC Henan Provincial Committee, and first secretary of CPC Committee of Henan Provincial Military Area Command, 1992; chairman of Standing Committee of 8th Henan Provincial People's Congress, 1993-1998; secretary of CPC Henan Provincial Committee, 1983.

Elected member of Political Bureau of 15th CPC Central Committee, Sept. 1997.

Appointed, Mar. 1998, and elected, May 1998, secretary of 7th and 8th CPC Guangdong Provincial Committees.

Alternate member of 12th CPC Central Committee; member of 13th to 15th CPC Central Committees.

Deputy to 6th to 9th NPC.

Jiang Zemin, in his report to the 16th National Congress of the Communist Party of China, said the Party's door is open to all positive factors of the society, including private entrepreneurs, foreign-invested firm employees, self-employed businessmen and freelance professionals, he also said that the Party should advance with the times.
