media acknowledge Party congress (11/14/2002)
News organizations across the world have focused considerable attention
on the 16th National Congress of the Communist Party of China (CPC),
sharing the view that this significant event will have a profound
and lasting influence upon China's future development.
LianHe ZaoBao based in Singapore said that in his address to the
ongoing 16th National Congress of the CPC, Jiang Zemin set development
as the top priority for reinvigorating the country.
More importance will be attached to freeing and developing productivity,
otherwise, Jiang emphasized, there is nothing to be said in respect
of the advanced nature of the Party, superiority of socialism, and
prosperity of the country.
Development is directly related to the Party's popularity among
the public, Jiang accepted , as he urged the whole Party to concentrate
on developing advanced productivity, an advanced culture, and the
realization of the fundamental interests of the overwhelming majority
of the people.
In so doing, the status of the CPC as the ruling party can be consolidated
and the dream of a strong nation and a xiaokang - well-off -society
can become a reality.
As in the past, Jiang highly praised the active role of private
and foreign-funded enterprise in constructing socialism with Chinese
characteristics, while at the same time promising protection of
their legitimate rights and interests.
Jiang explicitly stated that the CPC will honour and safeguard
all kinds of occupations - whether they involve physical or mental
labours - which are conducive to the well-being of society. Legitimately
derived incomes will likewise be protected.
Jiang also emphasized that non-public ownership should be given
free rein to promote economic growth, expand employment, and activate
the market.
Chosunilbo, a daily based in Seoul in the Republic of Korea said
by using the ongoing 16th CPC National Congress as a rallying point,
China has set the ambitious goal of becoming an IT powerhouse of
the future. This could in turn be seen as China's intention to rely
on IT to stimulate the development of other industries.
When participating in the group discussion with the Shanghai delegation
on November 9, Jiang Zemin stressed that technological innovation
holds the key to development and also the need to accelerate the
pace of development and application of new technology.
In his report presented at the opening ceremony, Jiang emphasized
the importance of IT, saying that it was necessary to persist in
its use to advance industrialization, which in turn will stimulate
the application of IT.
Nouvelles d'Europe in France commented that the congress sets a
well-defined and unwavering goal for the Party to fully develop
a society in which the Chinese people will enjoy a fairly comfortable
lifestyle and thus advance the building of socialism with Chinese
characteristics.
Changes made in China over the past two decades and more, as a
result of the successful reform and opening-up policies pursued
by the CPC-led government, have proved that the CPC, the founder
of New China, is more than capable of leading the whole nation into
a stronger and more flourishing future.
Moreover, the important "Three-Represents" theory of
Jiang will imbue all Chinese with a fervent enthusiasm for participation
in the country's modernization drive. The theory, which fully reflects
the current situation in China, will also greatly enhance the creativity,
cohesive force and combat effectiveness of the Party.
Interfax News Agency in Russia said that Jiang has set it as the
Party's goal to fully develop a society in which the people will
enjoy a fairly comfortable lifestyle, hinting that the nation will
continue its successful reform and opening-up policies.
China has made historic achievements during the past two decades
and thus secured for its 1.3 billion people a life with adequate
food and clothing.
The Financial Times based in London said that China's fast-growing
private sector will be indispensable in creating new jobs to absorb
the tens of millions of workers laid off by the State sector and
new entrants into the labour market.
Continued rapid economic growth and the promotion of the non-State
sector was the key to keeping the jobless rate down.
