relieves peasants' burden by 160 million yuan (11/13/2002)
China's Liaoning Province has abolished 483 taxes and charges in
the past two years, leaving peasants a total of 160 million yuan
(19.27 million US dollars) better off every year.
The traditional industrial province achieved this by setting up
bulletin boards in villages to specify items subject to charges
and taxes.
"With the board, we have a much clearer idea of what we should
pay for," said 57-year-old Chen Guichun, a peasant in Wolong
Village, Wolong County.
The board in Chen's village, which was set up two years ago, has
published 55 items approved by 13 local departments.
"In the past, we didn't know beforehand how much we would
have to pay, but now we are more clear," said Li Liguang, a
fellow villager.
Local peasants praised the practice as a "sunshine project"
and a "morale project" since the transparent system informs
them of the government's charging policies and taxes more directly.
Peasants can comment on the charges and taxes and can voice their
opinions to the government, according to local officials.
