Party building is a great magic weapon by which the Party has led revolution, construction and reform to constant victories. The Party's first-generation central leading collective with Comrade Mao Zedong at the core, by integrating the basic theory of Marxism and the actuality of Chinese revolution, built up a working class vanguard which is united, observes strict discipline and is brave and skillful in battle, Comrade Mao Zedong boldly called Party building "a great project".

The Party's second-generation central leading collective with Comrade Deng Xiaoping at the core creatively applied Marxism-Leninism and Mao Zedong Thought to modern China, established the Party's basic line for the primary stage of socialism and pushed forward construction of the Party in close connection with this line, thus initiating the new great project of Party building.

The Party's third-generation central leading collective with Comrade Jiang Zemin at the core has comprehensively pushed forward the new great project of Party building by holding high the great banner of Deng Xiaoping Theory and in the spirit of reform and innovation, , thus creating fresh experiences, scored tremendous achievements and composed a glorious chapter.

What and how a party is to be built under the new historical condition is a fundamental issue that concerns the destiny of the Party and the future of the country. Since the Fourth Plenary Session of the 13th Party Central Committee, the Party Central Committee with Comrade Jiang Zemin at the core has conducted in-depth consideration and study of this question.

On the basis of a thorough analysis of the changes in the domestic and international situations, it stated that Party building in the New Period must be carried out closely around implementation of the Party's basic line, must be unfolded in connection with the Party's central tasks and must be strengthened in line with the general objective of Party construction. The Sixth Plenary Session of the 13th Party Central Committee took the decision on strengthening the Party's ties with the masses of the people. The Party's 14th National Congress made comprehensive arrangements for strengthening Party construction and improving the Party's leadership. The Fourth Plenary Session of the 14th Party Central Committee took a decision on several major issues on strengthening Party construction. The Sixth Plenum of the 15th Party Central Committee made a decision on strengthening and improving the construction of the Party's style of work, explicitly setting forth the guiding ideology and general requirement for strengthening and improving construction of the Party's style of work, and setting the main tasks as expressed in "eight-aspect persistence in and eight-aspect opposition to".

At the turn of the century, Comrade Jiang Zemin made a profound summary of our Party's historical experiences over the past 80 years and, in light of the new situation and new change appeared inside and outside the country and inside and outside the Party and from the height of exploring the law governing the ruling of the CPC, the law of socialist construction and the law governing the development of human society, put forward the important thinking of the "three represents" and delivered the extremely important "July 1" speech and the "May 31" speech, which made comprehensive and profound expositions on the rich connotation and essence of the important thought of the "represents" and on the fundamental requirements for the implementation of the "three represents".

The "three represents" give a fundamental answer to the major question concerning what and how a party is to be built under the new historical condition, which serves as the foundation for the establishment of our Party, the base of holding power and the source of strength. Perseverance in the "three represents" is a concentrated expression of the nature, fundamental purpose and fundamental task of the working class vanguard of our Party and is the basic requirement on Party organizations at various levels and all leading Party cadres, which clearly charts the orientation for strengthening and improving Party construction in the new century.

Since the Fourth Plenary Session of the 13th Party Central Committee, one salient characteristic of Party building is advancing with time, and conducting exploration and innovation. We should persist in letting the Party govern itself and administer the Party with severity and, centering around the two major historic subjects of enhancing the Party's ruling capability and leading level and improving its abilities to prevent corruption and degeneration and resist risks, conscientiously study and solve the new contradictions and new problems emerged in the construction of the Party itself under the circumstance of reform and opening up, and comprehensively strengthen construction of the Party's ideology, organization, work style and system.

In the course of pushing forward the new great project of Party construction, we hold high the great banner of Deng Xiaoping Theory, persist in using Deng Xiaoping Theory to arm the minds of the whole Party and extensively carry out the activity of studying the Selected Works of Deng Xiaoping (Vol. III). We adhere to the ideological line of emancipating the mind and seeking truth from facts, and carry forward the spirit of marching with time and engaging in exploration and innovation. We unfold education on Party spirit and Party style of work centered on the main contents of the need to study, to be politically minded and to be honest and upright among Party and government leading bodies and leading cadres at or above the county level in the spirit of the rectification campaign. We launch an in-depth activity concerning the study and education on the important thinking of the "three represents" in rural areas across the country. We persist in the system of democratic centralism, establish and perfect a scientific leading system and working mechanism, fully promote inner-Party democracy, resolutely safeguard the Party's centralization and unity, and retain and constantly enhance the Party's vigor. In accordance with the guidelines of making cadres more revolutionary, better educated, younger in average age and more professionally competent and the principles of ensuring that cadres have both abilities and political integrity, we should deepen the reform of the cadre and personnel systems, strive to build a contingent of cadres who are of high qualities, capable of shouldering heavy tasks and can withstand the tests of storms. We should energetically strengthen the construction of State-owned enterprises, non-publicly owned enterprises and neighborhood and community Party organizations, and vigorously strengthen the construction of grass-roots Party organizations in rural areas. Centered on forging close, blood-flesh relations between the Party and the people, we should comprehensively strengthen the Party's styles of ideology, study, work and leadership as well as the behavior of cadres, and resolutely overcome formalism and bureaucracy. We should incessantly intensify the construction of Party style of work and a clean and honest government and the anti-corruption struggle, we should win people's confidence with the actual results gained in the construction of Party style of work and a clean and honest government. We have promulgated a batch of important rules and regulations, including the Regulations on the Selection and Appointment of Party and Government Leading Cadres, thereby providing solid institutional guarantee for the construction of the Party's ideology, organization and style of work.

All this amply shows that our Party has concentrated its attention and energy on grasping Party construction, has done a great deal of arduous, meticulous and fruitful work, has blazed a glorious, successful road for Party construction under new historical conditions.

Over the past 13 years, our country has experienced various kinds of severe tests and coped with different kinds of complicated situations and surmounted various kinds of difficulties and risks. Under whatever circumstances, China's reform, opening up and socialist modernization drive have always maintained exuberant vigor and won one victory after another. That is closely linked with the new great project of Party construction comprehensively pushed forward by the Party Central Committee with Comrade Jiang Zemin at the core. In the historical process of the profound change in the world situation, our Party has always advanced in the van of the times and has become more matured and staunch in the great struggle of leading the reform and construction, it is worthy of the name of a great, glorious and correct Marxist political Party.

At present, the whole Party and the people throughout the country are greeting the convocation of the Party's 16th National Congress with their actual deeds. The forthcoming Party Congress will conscientiously sum up the Party's work in the five years since the Party's 15th National Congress, summarize the basic experiences gained by the Party in uniting and leading the people of all ethnic groups of China in the great practice of building socialism with Chinese characteristics since implementation of the reform and opening up policy, particularly since the Fourth Plenum of the 13th Party Central Committee, it will make strategic arrangements for comprehensively pushing forward China's reform, opening up and socialist modernization drive and comprehensively advancing the new great project of Party construction in the new century and new stage of development.

The key to China's flourishing and growth lies in the Party and the key to the great rejuvenation of the Chinese nation lies in the Party. The Party bears the expectations of the people, and the people pin hopes on our Party. With the important thought of the "three represents" as the guide, with the fresh vigor, the great drive and the noble spirit inspired in the comrades of the whole Party under the guidance of the "three represents", our Party will always maintain its progressiveness and purity, and will certainly build itself to become a party with greater creativity, cohesion and combat effectiveness, and will always retain its vitality and vigor.

Jiang Zemin, in his report to the 16th National Congress of the Communist Party of China, said the Party's door is open to all positive factors of the society, including private entrepreneurs, foreign-invested firm employees, self-employed businessmen and freelance professionals, he also said that the Party should advance with the times.
