Daily hails Central Economic Conference (11/30/2001)
Chinese leaders just called a central meeting to review past economic
work in 2001 and had a guideline formulated in boosting China's
economic development in 2002. The conference is of great importance
in mobilizing the whole Chinese toward a single goal furthering
China's economic development and preparing for convening of CPC
16th Party Congress in 2002.
"Strengthen Confidence and Press On" is the title of
the PD editorial marking the successful conclusion of the first
Central Economic Working Conference in the new century, which was
held by the Communist Party of China (CPC) Central Committee and
the State Council in Beijing from November 27-29. An in-depth analysis
of situation in China and abroad and a summing up of past economic
work in 2001 were made by the Conference. With 2001's economic tasks
raised, the Conference is of great importance in mobilizing the
whole Party and the whole Chinese people to do a good job of next
year's economic work and prepare for CPC 16th National Congress
in 2002, says the editorial.
The year 2001 saw the launching of the 10th Five-year Plan. Over
a fairly long time, though a world economic slowdown struck, the
Chinese economy, featuring high efficiency and minimal inflation,
has maintained a fast growth. Investment and consumption has shown
a steady growth. Advancements have been made in economic restructuring
and western China development, reforms deepened, new steps made
in opening up, increased revenues recorded, hence an improved life
by people. All these are hard won and the result of the wise leadership
of the CPC Central Committee with Comrade Jiang Zemin at the core,
insisting on expanding domestic demand and a pro-active financial
and robust monetary policy. These are also achievements made because
of a concerted effort made by the whole Party and the whole people
acting on various guidelines and work arrangements by the CPC Central
Committee for economic work.
The year 2002 will be an important year in the history of the CPC
and China. Doing a good job of the economic work in 2002 will further
the country's development since the 10th Five-year Plan was launched.
It will help push ahead the great cause of socialism characteristic
of China. Sticking to the policy of enlarging domestic demand, deepening
reform, further opening up, speedy structure revamp, overhauling
and regulating the market economic order, raised economic growth
quality and efficiency, sustainable, speedy and robust growth of
national economy will certainly promote an all-round development
of construction cause in China.
There has appeared a variable ever-changing world situation in
today's world. This is especially so in the wake of the "September
11" terrorist attacks in the US: Many new destabilizing factors
have come to appear. A considerable change has been brought about
in international economic environment in the past year or so. The
US, Japan and the European countries have all been in an economic
slump. The impacts on China can by no means be underestimated and
many delaying factors affecting China might gradually loom in the
coming year and this is as shown by the country's export trade with
unexpected difficulties met. Many outstanding problems have also
been up in the country's economic construction. Farmers' income
has slowed down; great pressure has been brought to bear on the
country in employment, not to say an irrational economic structure.
Solutions need to be found for some in-depth problems. It goes without
saying that we must be sober-headed about all these and mentally
have to be prepared for our difficulties ahead, with timely measures
to be taken.
We must also bear in mind the difficult tasks that we have to undertake
in economic construction in the coming year. In face of an ever-changing
international situation, we need a strong material and technical
basis with an adequacy of foreign exchange reserve in addition to
a vast domestic market giving the country a big room for development,
the editorial reminds. China enjoys good economic and political
stability and things have been all the more so since we have withstood
the test of many unexpected difficulties. But we must make the most
of gains from these to help us press on irrespective of possible
difficulties ahead. All our comrades must unite and gather themselves
around the CPC Central Committee with Comrade Jiang Zemin at the
core, making sure that the Party's policies and instructions be
carried out to the letter for realization of various goals in greeting
the convening of CPC 16th National Congress in 2002
