Minister of Foreign Affairs, Li Zhaoxing, born in 1940, native of Shandong Province; until recently member of the Communist Party of China (CPC) Central Committee, secretary of the Foreign Ministry CPC Committee, and vice-foreign minister.

Minister of National Defense, Cao Gangchuan (concurrently), born in 1935, native of Henan Province; until recently member of the Political Bureau of the CPC Committee, vice-chairman of both the CPC Central Military Commission and the Central Military Commission of China.

Minister in charge of the State Development and Reform Commission, Ma Kai, born in 1946, native of Shanghai; until recently member of the CPC Central Committee, and deputy secretary- general of the State Council.

Minister of Education, Zhou Ji, born in 1946, native of Shanghai; until recently vice-minister of education.
