Male, born in 1941, of Han nationality, native of Fengrun, Hebei Province.
Joined the Communist Party of China (CPC) in December 1965; began working in September 1966; graduated from Department of Power Generating Machine of Harbin Institute of Technology; engineer.

Student majoring in turbomachine at Department of Power Generating Machine of Harbin Institute of Technology in 1961-1966; stayed at the institute and waited for job assignments in 1966- 1968.

Technician, deputy secretary, secretary of Communist Youth League of China (CYLC) organization, and first secretary of Body Plant CPC Committee, of the Second Automotive Works; member of Standing Committee of CPC Shiyan Municipal Committee of Hubei Province in 1968-1979; deputy director of Second Automotive Works and secretary of its CPC Committee in 1979-1982.

First secretary of Secretariat of CYLC Central Committee and concurrently president of School of CYLC Central Committee 1982- 1984.

Director of General Office of CPC Central Committee 1984-1985; member of Secretariat, director of General Office of CPC Central Committee and secretary of Party Committee of Departments under CPC Central Committee in 1985-1986; member of Secretariat of CPC Central Committee and secretary of Party Committee of Departments under CPC Central Committee in 1986-1987.
