The
following is the biographical sketch of Zeng Peiyan, who was approved
as vice-premier Sunday at the First Session of the 10th National
People's Congress (NPC):
Male, born in December 1938, of Han nationality, native of Shaoxing,
Zhejiang Province.
Joined the Communist Party of China (CPC) in September 1978; started
to work in September 1962; graduated from the Radio and Electronics
Department of Qinghua University; senior engineer ( research fellow
in rank).
1956-1962 Student majoring in electronics at the Radio and Electronics
Department of Qinghua University.
1962-1964 Technician of the Shanghai Electrical Appliances Institute
of the First Ministry of Machine-Building Industry and chief of
the Research Project Group of the Institute.
1964-1965 Technician and group leader of the Rectifier Research
Office of the Xi'an Switch and Rectifier Factory under the First
Ministry of Machine-Building Industry.
1965-1982 Group leader, deputy head of the office and deputy chief
engineer of the Xi'an Rectifier Institute under the First Ministry
of Machine-Building Industry.
1982-1984 Second and first secretary of the Commercial Counselor's
Office of the Chinese Embassy in the United States.
1984-1987 Head of the General Office and concurrently director-
general of the Planning and Construction Department of the Ministry
of Electronics Industry.
1987-1988 Vice-Minister of Electronics Industry and member of the
Ministry's Leading Party Members' Group and concurrently director-general
of the ministry's Planning and Construction Department.
1988-1991 Vice-Minister of Machine-Building and Electronics Industry
and member of the ministry's Leading Party Members' Group (studied
at the Central Party School from September to November in 1989).
1991-1992 Vice-Minister of Machine-Building and Electronics Industry,
deputy secretary of the ministry's Leading Party Members ' Group
and concurrently member of the Leading Party Members' Group of the
China Electronics Industrial Corporation.
1992-1993 Deputy secretary-general (ministerial rank) of the Central
Economic and Financial Leading Group and vice-minister in charge
of the State Planning Commission.
1993-1994 Deputy secretary-general of the Central Economic and
Financial Leading Group, vice-minister in charge of the State Planning
Commission, and deputy secretary of the commission's Leading Party
Members' Group.
1994-1998 Deputy secretary-general and office director of the Central
Economic and Financial Leading Group, vice-minister in charge of
the State Planning Commission and deputy secretary of the commission's
Leading Party Members' Group.
1998-2001 Deputy secretary-general of the Central Economic and
Financial Leading Group, minister in charge of the State Development
Planning Commission, secretary of the commission's Leading Party
Members' Group, deputy director of the Three Gorges Project Construction
Committee under the State Council, and director of the office of
the State Council Leading Group for Western China Development (January
2000).
2001-2002 Deputy secretary-general of the Central Economic and
Financial Leading Group, minister in charge of the State Development
Planning Commission, secretary of the commission's Leading Party
Members' Group, deputy leader of the State Leading Group for Informationization,
head of the office of the State Council Leading Group for Informationization,
secretary of the office's Leading Party Members' Group (October
2001), deputy director of the Three Gorges Project Construction
Committee under the State Council, and head of the office of the
State Council Leading Group for Western China Development.
2002- Member of the Political Bureau of the CPC Central Committee,
deputy secretary-general of the Central Economic and Financial Leading
Group, minister in charge of the State Development Planning Commission,
secretary of the commission's Leading Party Members' Group, deputy
leader of the State Leading Group for Informationization, head of
the office of the State Council Leading Group for Informationization,
secretary of the office's Leading Party Members' Group, deputy director
of the Three Gorges Project Construction Committee under the State

for Western China Development.
