The
following is the biographical sketch of Hui Liangyu, who was approved
as vice-premier Monday at the First Session of the 10th National
People's Congress (NPC).
Male, born in October 1944, of Hui nationality, native of Yushu,
Jilin Province.
Joined the Communist Party of China (CPC) in April 1966; began
to work in August 1964. With a junior college education at the Jilin
Provincial Party School and the title of economist.
1961-1964 Student of the Agricultural School of Jilin Province.
1964-1968 Section member with the Agricultural Bureau and Personnel
Supervision Bureau of Yushu County.
1968-1969 Assigned to do manual labor in the "May 7th"
Cadre School of Yushu County.
1969-1972 Secretary and deputy head of the office of the Political
Department of the Revolutionary Committee of Yushu County.
1972-1974 Deputy director of the Organization Department of the
CPC Yushu County Committee; secretary of the CPC Yujia People's
Commune Committee.
1974-1977 Deputy secretary of the CPC Yushu County Committee.
1977-1984 Deputy director of Jilin Provincial Agricultural Department;
deputy director of the Jilin Provincial Agricultural and Animal
Husbandry Department, and deputy secretary of its Leading Party
Members' Group.
1984-1985 Deputy secretary of the CPC Baicheng Prefecture Committee,
Jilin Province; commissioner of Baicheng Prefecture Administrative
Office.
1985-1987 Member of the Standing Committee of the CPC Jilin Provincial
Committee and concurrently head of the committee's Rural Policy
Research Office; director of Rural Work Department of the CPC Jilin
Provincial Committee (taking correspondence courses at the Provincial
Party School, majoring in basic knowledge for Party and government
officials from August 1984 to July 1987).
1987-1990 Vice-governor of Jilin Province.
1990-1992 Deputy head of the Policy Research Office of the CPC
Central Committee.
1992-1993 Deputy secretary of the CPC Hubei Provincial Committee.
1993-1994 Deputy secretary of the CPC Hubei Provincial Committee;
chairman of the Hubei Provincial Committee of the Chinese People's
Political Consultative Conference (CPPCC).
1994-1995 Deputy secretary of the CPC Anhui Provincial Committee;
vice-governor and acting governor of Anhui Province.
1995-1998 Deputy secretary and secretary of the CPC Anhui Provincial
Committee; governor of Anhui Province.
1998-1999 Governor of Anhui Province and Secretary of the CPC Anhui
Provincial Committee.
1999-2002 Secretary of the CPC Jiangsu Provincial Committee.
2002-2003 Member of the Political Bureau of the CPC Central Committee
and secretary of the CPC Jiangsu Provincial Committee ( no longer
assumed the post concurrently in December 2002).
January 2003- Member of the Political Bureau of the CPC Central
Committee, and deputy head of the Central Rural Work Leading Group.
Alternate member of the 14th CPC Central Committee.
Member of the 15th and 16th CPC Central Committee.
